  • E-MAILS: The District would like to add e-mail addresses to the customer database. Please send us a quick e-mail with your account number or the address of your property.
  • NEW PAYMENT PROCESSOR: PayClix.com has been chosen to handle the processing of online payments. Payments can now be done using a credit card, a debit card, or an eCheck. There is a reduction in convenience fee for debit card over credit card transactions, and no fee for an eCheck transaction. There will now be an option to go paperless and receive a bill through e-mail only. If you have already registered with PayClix then go to PayNowOnline to login, otherwise use the Register on PayClix link for the step-by-step setup.
  • PUBLIC NOTICES and BOARD MEETINGS: The next regular meeting of the Board of Commissioners will be held on Tuesday, December 8, 2015 commencing at 5:00 PM. Meetings are held in the lobby of the District Office, normally on the second Tuesday of the month. The public is always welcome to attend.
  • MEETING MINUTES and ADOPTED RESOLUTIONS: Links to the meeting minutes and the adopted resolutions can be found on the COMMISSIONERS page.
  • DISTRICT OFFICE HOURS: Monday through Friday 8:30 AM - 12:00 NOON and 12:30 PM - 5:00 PM, except for holidays.
  • HOLIDAY CLOSURES: The District Office closes for designated holidays and will be closed on Thursday and Friday, November 26 & 27, 2015 in observance of the Thanksgiving Holiday.
  • SERVICE CONNECTIONS NOW AVAILABLE: There is no moratorium in effect on new service connections and there are over 500 connections available. Call or e-mail for pricing on a service installation or a water availability certificate. The water availability certificate is a requirement within Whatcom County in order to obtain a building permit on an unserviced parcel.
  • NEW WATER RATES: The Board of Commissioners passed Resolution 641 that puts new water rates in effect as of the March 2014 billing. See the RATES & CHARGES page for details of the current rate structure.
  • PROPERTY DATA: If you need to access public information on a property (such as: parcel number, street address, legal description, and owner of record), then go to the WHATCOM COUNTY PARCEL DATABASE website.

The District Report

The 2014 Water Quality Report has been submitted to the State Dept of Health. Hard copies of the report have been mailed out to all water accounts and a copy is also displayed on our website. A new rule taking effect allows water districts to forego the hard copy mailing if they send copies by e-mail and have a dedicated webpage displaying the report. The District would like to obtain customer e-mail addresses so we can implement electronic emails of information to our customers, saving on the cost of printing hard copies and postage. The District adopted a leak adjustment policy with the passage of Resolution 622 in March of 2011. This stipulates the conditions, requirements, and maximum allowable adjustment to billing in such cases. The details of the policy can be seen by downloading the LEAK ADJUSTMENT POLICY.

We have received notification from the Washington State Department of Health that we are now in compliance with the Disinfection By-Products Standard (DBP).The water system is no longer showing maximum contaminant levels (MCL) of total trihalomethanes (TTHM) or haloacetic acids (HAA) that exceed DBP standards. This is mainly due to the filtration process done at the Capilano Reservoir. With the new treatment it is now possible our running annual averages will fall even lower. We will continue to take regular samples and monitor the levels to ensure compliance, but as long as we are in compliance there will not have to be public notification of those levels. In addition, since completion of the filtration plant turbidity levels have not exceeded the standard.

Approximately 6000 lineal feet of water main has been replaced including along Roosevelt Way between Province Road and Alberta Way, along Shady Glen Avenue between Austin Road and Johnson Road, along Bell's Grove between APA Road and Edwards Drive, and at the intersection of Georgia Way and Gulf Road.
